I am a magic player, and you are on the right track. As we know, Lu Bu is one of the rulers in Romance of the Three Kingdoms. Wizards of the Coast released a chinese dinasty card set called "Portal Three Kingdoms" around the Romance of the Three Kingdoms. They are not allowed in legal play and are purely promotional and for fun. They have done this a few times (unglued set for those that play). If you are a magic player and have heard of the portal sets, this is the same thing. Both sets are not allowed in tournament format unless the card is found in a legal set. The sets that were made for promotion are Portal, Portal 2, Unglued, Starter, and Portal 3 Kingdoms. The card pictured is a special pre-release card for the set which is why it is $7 (not very common, even I have rarely seen cards from the set).
