Like in SNKkids sig, he has that mouse with the SNK Hat move. Could anyone please tell me how to do it? If you could, could you also show how to, like this is how you would show how to do a normal pic:

Hey finalboss when do you make evil ryu wink? Fist I edited the image to made his eye shut and saved it as a SEPERATE file than the original, used a GIF making program to make the images frames in a GIF, put it on an image hosting site, and used the URL from an image hosting site. |

where do you find a good one(gif making program)?
I probaly could find one if I searched but I wouldn't know if it was a good one or not.
