Basically archers are bad and this ability is not meant for them. You can give it to anyone who uses a bow and it will work fine. I gave it to Orson as an example. It is not nearly as strong as the other ones. The Crescente bow can only be obtained through getting Glycinia. You only can get her at one point in the game. If you wait till just before finishing the game you can recruit her with the bow in hand. Quoted from the Secrets section: Secrets X. Glycinia Locations (Note: Glycinia appears in random battles at certain points throughout the game)
Location 1: Vespa before Formido Fortress in Chapter 1 Equipment: Short Bow, Ice Chain, Glass Pumpkin, Dragon Gem
Location 2A: Bison (Route A) before Arena in Chapter 1 Equipment: Tundra Bow, Hard Leather, Cassowary Feather, Glass Pumpkin
Location 2B: Sufrir (Route B) before Arena in Chapter 1 Equipment: Dragon Gem Sword, Hard Leather, Cassowary Feather, Glass Pumpkin
Location 3: Aquila Volcano before Vespa in Chapter 2 Equipment: Short Bow, Peregrine Mail, Glass Pumpkin, Dragon Gem
Location 4: Vespa before Haena in Chapter 2 Equipment: Holy Comet, Hard Leather, Cassowary Feather, Glass Pumpkin
Location 5: Haena before Ostorea Castle in Chapter 2 Equipment: Ripple's Staff, Hard Leather, Dragon Gem, Glass Pumpkin
Location 6: Lutra before Angel's Headstone Equipment: Crescente, Hard Leather, Dragon Gem, Glass Pumpkin

You can give it to a hawkman and give it a bow. Lacheus just is not as strong as the other two but it does decent damage. Bows just never do the amount of damage that spells and swords/spears can do.

You get Atropos, the sword ability, from Margaret, Lachesis from the 4th Quest, and Clotho from the 5th quest. Clotho hits 2 spaces in front of the user, and is only usable with spears and thrusting swords.
Little Tidbit: Clotho, Lachesis, and Atropos are the names of the fates. Clotho is past, Lachesis is present, and Atropos is future. Also, when fighting in Ostorea Castle Crypt, if you look at the statues in the recesses on the wall, you'll see the fates, with Atropos smashed. Of course, that last bit could be wrong, as the only reason I beleive them to be the fates is because there are 3 of them, and one of them has a distaff, which was what Clotho used to spin a thread of life when a person was born.
